Requirements
Minimum educational qualification: Appropriate three-year national Diploma or Degree. Experience: Appropriate expenditure control in finance, Revenue and NPI payments and expenditure management. Appropriate experience in budget, Revenue and experience control. Experience in the management of Assets & Liability Accounts and Debt management. Appropriate proven Supervisory experience. Inherent requirements of the job: Valid (Code B/EB) driver’s license. Competencies (knowledge/skills): Extensive knowledge and practical experience in BAS as well as good organisational, management, leadership skills and an aptitude for working with financial figures. Extensive knowledge of relevant financial prescripts, departmental policies, delegations and procedures and Strong people management skills, ability to work in a team context and motivate team members. Computer literacy and thorough knowledge of computer systems (excel, BAS, Clinicom & Account Receivable). Excellent communication skills (verbal and written) in at least two of the three official languages of the Western Cape. Knowledge of the Public Financial Management Act (PFMA), National and Provincial Treasury Regulators.
Duties
Coordinate and support Revenue, Non-Patient Income (NPI), expenditure, and financial administration functions within the Overberg District. Monitor expenditure against approved budgets and report on variances to support effective financial management. Process and verify payments, journals, reconciliations, and revenue transactions for compliance and accuracy. Compile financial reports and assist with interim and annual financial statement preparations. Maintain and clear asset and liability accounts and support debt management processes. Monitor revenue and NPI performance and investigate financial discrepancies. Supervise finance administrative staff 280 and provide operational and administrative support to the Assistant Director: Finance. Ensure compliance with financial policies, procedures, and audit requirements.
