Portfolio Finance Job Type Classification Full Time Location - Town / City Glenvista Location - Site Rietvlei Job Advert Summary Rand Water is currently looking for the Minitoring and Evaluation Manager to - Provide strategic leadership for the successful delivery of complex Finance programmes aligned to Rand Water’s strategic objectives. - Define programme goals, execution plans, governance requirements, resources and performance measures to ensure disciplined delivery and measurable impact. - Develop and embed robust Monitoring and Evaluation frameworks, supported by Monitoring, Evaluation and Reporting (MER) practices, to analyse programme performance data and use insights to improve outcomes, benefit realisation and executive decision-making. - Build strong relationships with internal and external stakeholders, partners and delivery teams to create a collaborative environment that enables programme success. Minimum Requirements - Bachelor’s Degree in Finance, Commerce, Business Administration, Programme Management or equivalent qualification. - A Master’s Degree in Business Administration, Finance, Economics, Programme Management or related discipline will be advantageous. - ADVANTAGEOUS QUALIFICATIONS • Project Management Professional (PMP) certification. • Qualification in Data Science, Statistics or Computer Science. • Certifications in Artificial Intelligence, Machine Learning or Business Intelligence - EXPERIENCE • 8–10 years’ senior management experience, with substantial exposure to Finance strategy, operations and governance. • Proven experience leading complex programmes from planning through execution, monitoring, evaluation and benefit realisation. • Demonstrated ability to define programme goals, manage resources, coordinate cross functional teams and deliver within approved requirements. • Experience developing M&E frameworks, analysing performance data and translating findings into actionable improvement plans. • Strong stakeholder engagement, executive reporting, communication and leadership capability. Primary Duties Strategic M&E/MER Leadership and Programme Impact - Provide strategic leadership in defining Finance programme outcomes, programme logic, theory of change, MER priorities, performance indicators and impact measures aligned to Rand Water Finance strategic objectives. - Embed MER as a management capability by translating programme data, trends and learning into strategic insights, corrective actions and benefit realisation. - Ensure programme plans, governance mechanisms, resources and technical delivery disciplines support measurable performance, accountability and sustainable impact. Programme Governance, Execution and Assurance - Lead governance and assurance across complex Finance programmes to ensure delivery against approved scope, requirements, timelines, budgets, risks and intended benefits. - Oversee programme interdependencies, resource alignment, risk responses and change control to maintain strategic alignment and execution discipline. - Apply strong technical programme management capability to strengthen delivery quality, performance monitoring and organisational accountability. Evidence-Based Reporting and Continuous Improvement - Strengthen data-driven decision-making through fit-for-purpose monitoring systems, performance analysis, impact assessment and executive-level reporting. - Translate quantitative and qualitative evidence into insights that improve programme design, delivery performance and strategic outcomes. - Promote organisational learning, continuous improvement and evidence-based decision making across Finance programmes. Stakeholder Alignment and Strategic Collaboration - Build strategic relationships with Finance leadership, business units, partners and delivery teams to enable alignment, collaboration and shared accountability. - Influence stakeholders through credible insights, clear recommendations and an integrated view of programme performance and impact.
